Penny is a Partner, UK Country Head, and Co-Head of the Cross Border Group within the International Financial Services Regulatory practice at Simmons & Simmons.

Penny has been at Simmons for over three decades, beginning as a trainee and evolving into a trailblazing career. Her exceptional leadership and expertise have shaped the firm’s regulatory practice, now the largest in the City, and earned her recognition as a trusted adviser to boards, C-suite executives, and senior general counsel. She has also been named in the prestigious Financial News' 50 Most Influential Lawyers 2025 list which celebrates outstanding leaders in management roles at top-tier law firms and practices. Penny’s influence extends beyond the firm, with her active participation in industry working groups including the Kings Trust and until recently her role as a trustee of Surviving Economic Abuse (SEA), the UK’s sole charity dedicated to raising awareness of economic abuse.

As UK Country Head, Penny collaborates closely with Managing Partner Emily Monastiriotis and Senior Partner Julian Taylor to drive the firm’s vision and strategy.
